Zhiyan is a national heritage village, with 700-year-old artefacts, located several hundred kilometers south-west of Shanghai. The local village authorities want to enhance its tourism potential.

They have identified that dogs make too much ‘mess’ and have outlawed them. Owners were given 50 Yuan (AUS$11) if they killed their dogs themselves. 86 dogs missed this opportunity and were rounded up to be slaughtered.

The authorities did the right thing by providing the butchered meat to the local retirement homes as food.
