The plans for a six building retirement village complex ranging from 3 to 5 stories on a 12.8ha site opposite Blackburn Lake are being taken to the Victorian civil and administration tribunal after the Whitehorse Council missed the application review prescribed time.

Seventh Day Adventists wish to build a 151 apartment retirement village at a cost of $70 million. But faced 171 objections to the plan by local residents. The Council had issues with height and amount of vegetation to be removed and sought further discussion but the church elected to go to VCAT.
